Future Of Billingham Town Council and Elton Parish Counil Considered

STOCKTON-ON-TEES Borough Council’s Cabinet considered the final recommendations for the future governance of Billingham Town Council and Elton Parish Council last night (23 March).

Cabinet agreed to recommend to the next full meeting of Stockton-on-Tees Borough Council that Billingham Town Council is retained.

Members also recommended that Elton Parish Council is retained provided that a process to elect Members begins.  If this process does not deliver a Parish Council that is quorate then Elton Parish should be disbanded and the Parish Council abolished.

Cabinet made the recommendations following consultations on the draft proposals which had been carried out as part of community governance reviews.

The community governance reviews were held in response to Stockton-on-Tees Borough Council receiving a valid petition calling for the abolition of Billingham Town Council, and the fact that Elton Parish Council has not operated since December 2008.

The recommendations to retain both councils will now be considered by full Council when it meets on 27 April.

The final decision and reasons for it will be published on 28 April.
