Tees Valley Combined Authority governance strengthened

The Committee responsible for examining all functions and responsibilities of Tees Valley Combined Authority (TVCA) has met for the first time.

The Overview and Scrutiny Committee, which is made up of three councillors from each of the five local authorities, is responsible for reviewing and challenging the decisions and policies of the Combined Authority.  It therefore forms an important part of the democratic checks and balances being established as part of the transition to a Mayoral Combined Authority.

Councillor Phil Dennis, Chair of the Overview and Scrutiny Committee, said:  “This is a very important step forward in strengthening the governance of Tees Valley Combined Authority and in ensuring openness and transparency.

“The scrutiny arrangements in place will also maximise the exchange of information for the constituent authorities, and minimise bureaucracy to make the best use of the time and resources of all the stakeholders.”

At its first public meeting, the Committee heard from the Chair of the Combined Authority, Mayor David Budd, and the Managing Director Andrew Lewis, about the plans and resources to deliver the Tees Valley’s ambitious agenda for jobs, growth and investment.  The Committee focused particularly on areas including apprenticeships, job creation and transport infrastructure.  A detailed work programme will now be developed to ensure that the Combined Authority is held effectively to account in the delivery of its responsibilities.
